Jessie was the fifth child of Agnes Louisa Carney and Thomas Ireland. She was born on 21 November 1869 in Dunedin and baptised at Knox Church by Dr Stewart in February 1870. She was probably named after her aunt Jessica Ireland Brown.

In 1894, 1896 and 1899 her name appears on the City of Dunedin Electoral Roll as a dressmaker of Union Street, and thereafter as performing domestic duties. By 1911 she was living at 596 Castle Street, suffering from heart disease. She died on 4 August 1912 in Dunedin of cardiac disease, and was buried in the Thomas Ireland family plot (Block 104, Lot 14) in Dunedin Northern Cemetery on 7 August.
